Endpoint to manage ReportJobs

This endpoint supports upserting profiles, uploading genome files,
generating reports and generating pdfs.

Manage desired endstate via desired_status field.
Endpoint will infer intent regarding profile update
and genome file upload via passed fields.

Note: this endpoint will work with profiles/files/reports
created through direct apis as well
